Unkown Hallmark I believe American

I am stumped--checked through American, British and International books and cannot find hallmark. I have 12 sterling bread plates, marked sterling, 1246 with a hallmark of a dog/puppy standing on hind legs with front paws on a shield with an E? L? double E? (please see photos). Weight is 3.75 troy oz.

The mark of Elmore Silver Co Inc, while not identical, is very similar - a lion standing with paws on an "E" (although not italicised).
