Tiffany Portugal Sterling Candleholders

I have a pair of sterling candleholders, about 10" tall, with old glass cylinders, and snuffers. They are bottom marked with:two rectangles, one having an "eagle, 916", and the other what appears to be three small stems and leaves: then below it reads "TIFFANY & CO, STERLING, PORTUGAL". The sterling is either gold or brass plated. I say maybe brass only because the gold color surface has dark stains which cannot be removed like a lacquer coating has been applied. The forum showed the eagle mark to be from Portugal 1886-1938. I have no other info. Any would be appreciated, eg. age confirmation, gold or brass plating, why Portugal when Tiffany had the Moore smithing at 925, etc. Thank you. CM
