Salmoned is correct, the BB is the mark of Binder Bros. and its likely that the sterling stamp was also put on by them. One of the main aspects of the Binder firm was as import agents. They had an exclusive arrangement with G. Bek (jeweler) from Pforzheim and I'm sure they had working relationships with other German firms. Although it could have Dutch origins, I think it is most probable that this piece is a product of Hanau, Germany. Hopefully, the "tree" mark can be identified here.
