Place setting name holder , two sets of marks

Second attempt with smaller images. There is a silver flat prong behind the man which is not visible from picture, I think he is a place setting holder.
I would like advice as to what the second set of marks are for.

Not sure - perhaps Hanau pseudo marks?

Agrre with Waylander that the marks on the right look like pseudo marks.

The marks on the bottom look like London import marks for 1891 to me.
