Please help me identify this beautiful piece

I just love this piece. I call it a strainer. I don't even know if that is correct. It has me scratchin!
Could someone please help me identify it.

I've always thought these were for sifting sugar.

Can you tell something about the size of the spoon.
May be it's a spoon used for `nat fruit' = a fruit bowl. It could be dutch with pseudo hall marks (made around 1880-1910). The rempart lion is often used in the Netherlands and frequently in such pseudo hallmarks.
