Does anybody accidentally know this strange hallmark ?

It is about a sugar shaker of the beginning 19. century with 3 hallmarks.
JvT..... which assuredly is the makers mark
13... for 812,5 silver
and a 3rd hallmark I have never seen before. I couldn´t find any town hallmark or import hallmark
