Hallmarked miniature Silver cow Bell - possibly Dutch? Help please.

Really struggling with this one folks, so any ideas greatly appreciated. The item is a miniature cow style bell, around two inches tall with the two marks seen in the images. Many thanks.

The above marks, I believe to be pseudo marks and perhaps Dutch. Reference "Valse Zilvermerken in Nederland K.A. Citroen similarity with the marks; crowned G #115 and 6 pointed star #471/472. Under the marks in the rim it looks like there's a name written.
