Ivory and silver tankard

Hi guys,

Can you help me to identify these marks?
I think that this tankard can be german but maybe I'm wrong.
What do you think about it?

In your opinion, why is the first mark repeated twice?

As soon as I can, I'll look it more finely to find other marks.

The gothic N struck twice, without the german national silver mark, the crescent moon & crown mark, perhaps to indicate made for export.
