Sterling Hand Wrought Coffee & Tea Service France?

Hey folks, I am trying to identify this tea and coffee service for a friend of mine. It belong to her mother. I believe it is made in Paris but can anyone help me with the hallmarks? I have searched through many books and had no success. The top hallmark looks like it may have been double stamped?
