This is a German(?) or other central Europe tea spoon with the following marks:
The marks are: a cross(?) with the number 12 at its base, and letters RW (within rectangle) and E.
I believe 12 stands for the 12 loth silver, so the origin is probably Germany/Prussia before 1888 or Austria or some other central Europe country.
On the other hand the shape of the first mark resembles those of early Austro-Hungarian empire but it is definitely not.
