Are These german marks?

I have this cup with a mark I can't find in any of my books, the closest seems to be German, can any let me know if this is correct?

The diamond cartouche with “A 900” points us towards Belgium, there were many variations of this hallmark because Belgium did not have a compulsory system of standard marks for many years of the late 19th and early 20th century :::::

I get a Belgium feeling here ::

Someone attributes it to the city of Modena before 1860

But it's not true. Modena has never had a similar mark.
It is probably an Italian fantasy mark struck on objects produced between 1870 and 1930.
