Silver Fancy Frame Chain Mesh Purse Germany

Good morning,
My grandma has given me before she passed away, (30 years ago), her evening purse.
I guess it is made of silver and of a German origin.
She was a Polish and like a "good Polish" she used to buy only expansive clothes and
other stuff and always looked very elegant :))
There are 2 Hallmarks on the inside of the handle. One is an S over a T (sterling?),
the second are the initials I.S, the purse weights about 470 Gr.

I guess it's German as in the Internet I have found only these type of rare solid handles of a German made,
usually most of these purses have a chain to carry the purse and not the type of my purse handles.
I hope someone here can identify these strange hallmarks.
