Any thoughts on country of origin (Dutch, German?), maker and approximate time period of this frame. Thanks!

Looks like Hanau pseudo hallmarks used by Wolf & Knell: https://www.925-1000.com/Fgerman_hanau_marks_01.html
Date is thus late 19th or early 20th century and the style is someting like neo-rococo.
