Hi,
It shows Brandenburger Tor in Berlin with old spelling Thor, i.e. spelling before 1901 (Rechtschreibung vor 1901),
So, having in mind Reichsmark and millesimal standard was introduced in 1888 and the new spelling system in 1901, the spoon was made between 1888 - 1901.
Regards

Of course, spelling reforms were accepted immediately with educational system, but we can assume old spelling was surely resistant for some time, at least in souvenir spoons.
