12 Loth/Lot silver standard (.750 min. fine) mark, thence Eagle/Star(?) town mark, then Intials maker mark....follows German form. World Silver Standards list puts 12 Lot as Germany or Prussia:

Hi,
Wallachia coat of arms, an aquila (heraldic bird) holding in its beak an Orthodox cross.
Silversmiths from Balkan countries still under Ottoman rule were often trained in Austria - Hungary and having returned back home used Loth standards and improvised marks depicting coat of arms of their country.
This is very early Biedermeier, let`s say first decades of 19th century.
