Old Elbing sugar tongs ?

Hello,

Here is a pair of sugar tongs which is difficult for me to identify.

The closest hallmark I find in my reference (S. Wyler's book) is for Elbing and says 'about 1657-1728 perhaps 1772'. Is it the right one ? Does anyone knows the other mark which could be the maker's mark and could be used to narrow the date ?
Does anyone know if sugar tongs were common for this period ? One can notice that both arms have been repaired. Should we consider that this pair could have been done later, using some part of an older object for the bow ?

Elbing, yes, but 19th century. The maker EOB is Erich Örberg (Oehrberg), a native of Norköping, Sweden, b. 1786 and a master in Elbing by 1811.
