The Altona marking system was modeled on that of nearby Hamburg; so closely, in fact, that their marks are nearly indistiguishable from one another. Like Hamburg, "M" is not the date letter per se, but rather the assayer's mark, and it spanned a number of years. Unlike Hamburg, however, the Altona assayer's letters are not known with any precision. "M" has been found on Altona items dated from 1832 to 1849, so your ladle most likely dates from the second quarter of the 19th century; it certainly fits the style. Nice piece!
