please help to identify a mark

Does anyone know some information about a German silver mark, "F.S."?
It looks like this...on an ashtray (Maybe...)

At my first glimpse I thought it is Fritz Scheuerle, but his mark has no frame. Therefore I think maker is Friedrich Steinwachs, Leipzig, though items from him are very rare. His mark is the only one with an oval frame I found in my records.
