German lancet seving spoon.

Here is a serving spoon which I think may be German. I don't know the date or the maker, can anyone help?

for sure it is early austrian-hungarian monarchy about 1840 - 50 - i sold some pieces from osterberg some time ago..
13 means 800 siler standard - was used till 1870- 1880
