Hello moonshine,
it is german silver and was made in the city Luebeck (I end of the 18th century or about 1800).
The makers mark is very interesting. In Luebeck the several silver workshops has got numbers and different signs (for instance crown, sun, star, anchor etc.) One of this workshops signs was the "Wilde Mann" ("Wild man").

But sadly I do not know a maker with the initials "CW" or "GW".
There are two masters wich come into consideration, but I think it is another unknown master:
Christian August Westphal (worked from 1793-1821, his mark was "CAW") and Jochim Christian Willers (worked from 1772-1792, his mark was "ICW").
