Sorry, can't help you with the maker and town marks. However, the crescent moon/crown/800 marks are German for silver purity as instituted in 1888, indicating .800 fine silver (sterling is .925 fine).

I believe the maker is Georg Roth of Hanau (founded 1891). The marks on the left and right, though worn, are consistent with two of his known pseudo-marks: the left a pastiche of several 17th century Düsseldorf makers, the right in imitation of famed French Empire master Biennais. But more pointedly, I've examined enough of Roth's output to make the attribution almost solely on stylistic grounds: the medallions and floral scrolls, usually on a pierced ground (as here), that characterize Roth's work are reasonably distinctive. I'd date it to the first quarter of the 20th century.
