Need help to id this silver piece

HELLO ALL

Who is the maker of this silver piece? & what was it used for or is it just for decorative purposes?

It has a Scandinavian feel to it so I’m putting it in this section.

It measures 13 cm tall & 10 cm wide at base.

Its from hamburg.
And its missing a glass bowl - to be fastened between the 2 silver buttons.

The assayer’s letter “A” here is that of Johann Nicolaus Wilhelm Schäffer, who served 1828-1851. The maker “C. Steffens” is Carl Wilhelm Steffens (1803-1864), master 1827.
