Fleur De Leis mark on post 1884 800 german sterling

I acquired this wonderful german post 1884 800 sterling bowl at an auction recently and was wondering why the french fleur de leis mark appears on what is clearly a german hallmarked 800 sterling piece. Additonally can anyone tell me the makers mark and what time period or there abouts this sterling bowl was created. I think it is late 19th century because it appears to be art nouveau.
