Tea Strainer marks help please

It looks like the stamp WP has been double stamped in each end. Does the 880 means Silver or is it silverplate? The little worn out mark in front of the 880 looks as a 5-sidet frame as sometimes is used to frame the crown in German silver where the "halfmoon" perhaps could indicate that it is German.
The excact form of the Ship is found on some small (similar in style) dutch spoons.
Any help with this would be greatly appreciated.

I used the word "excact" for similar ship on spoons. That is not correct. The model is the same but a closer study of the 3 I have been comparing reveilles that they are sleight different so they are not made with exact same model.
I still hope some one can help with some information on origin, maker timing or any history related to the usage of this ship for silver spoons and similar.
