French ladle?

I think, the ladle in the middle is from France:

If you can, please help to identify the maker and the origin!

Hi Krisztián,

I'm not certain, but the 'Bull's Head' punch is similar to those used by the assay offices of the Kingdom of Sardinia, most notably that of the Torino office.

It is however somewhat different from other examples that I've seen, and thus I have some doubts, but at least it is a route for further research.

It will need someone more well versed in Italian hallmarks to confirm/deny.

Not French, Not Italian, German
Neustrelitz, Germany Jacob Bernhard FISCHER. The date given on Theo Hecker's excellent site is 1819.
Who am I to argue.
