Please Help With Lion Rampant, Rooster Hallmarks

I spent well over two hours trying to find these hallmarks, but never found them. I didn't know what category to put this in since i don't even know what country the piece is from. i do know that it is definitely solid silver. first of all, I'm not even sure exactly what the actual piece is. I assume it's a serving fork of some kind, but any help with that would be appreciated as well.

The hallmarks are a crowned lion rampant, a rooster, and three wheat sheafs, or mushrooms? thanks in advance for any information.

did you look in the Hanau silver marks section? These look like the marks for Karl Kurz.....
