NEED HELP on figuring these Hallmarks

I was told that this was French or English. Surely this appears to be a Victorian Grog Cup. I hope that any of you can help me with any info. I'm new at trying to identifing silver and I still think that I have no glue. Friends of mine tell me one thing, but I would like true answers from Pros' like you all.
