unknown silver mark...driving me crazy!

unknown silver mark...driving me crazy!

I am trying to find a maker on a chased silver tea set, but am having NO luck. The marks are not in great shape and difficult to see, and since I am not incredibly well versed in marks to being with, I am getting nowhere. I have an old almost useless appraisal that says it is silver and not silverplate, but I don't recognize any of the marks as being any of the standard marks from any of the countries listed here.

Any help would be MUCH appreciated!

Are the spots where he tested? Polish them and they disappear. We assume that it is correct that it is silver.
I dont know the marks but I am sure that they are in category with these, http://www.925-1000.com/Fgerman_hanau_marks_01.html
