Hi Hihotel,
I am confident that the maker is Julius Lemor, (Julius Lemor Silberwaaren-Fabrik & Präge Anstalt Breslau) maker's mark "IAL" and the standard 70 and that is 700/1000.
The serving fork is probably made in the late 1880-ies, but before 1888 or not fully marked.
There are actually two Swedish noble families with the "Tudor-rose"-in their coats-of-arms; the noble family Ros and Roos af Hjelmsäter (a branch of the family lives/lived in North America).
