Possible Irish? coin silver soup ladle w/ phoenix 13 & w

Could anyone please help me out with the hallmarks on this ladle. I have searched everywhere, and can't find anything. I appreciate any help. Thank you. Debi

Hello duhlig53,
the eagle looks like the mark of Frankfurt /Main, about 1800. Look here:

The makers mark (initials) I do not know.

Yes - it is Frankfurt am Main
Wilhelm Conrad Hessenberg
Scheffler Nr.533 # 315a
born 1775 , "getauft" 21.12.1775 is the son of Carl Hessenberg
master ( 25.7.) 1799
On 24.03.1803 he takes over the company of his father (New name of Company W.C.Hessenberg)
He died on 238.1837
