now I think - it is not german - it would be russian

The Master would be PM.

this form of spoon I only know made in Austria-Hungary. But the bird-mark I dont know.

Hallo Ringo,
I find in the book of Jan Devis a mark similar to this. (Nr. 1222 =Sudal -SU 18. century) . The cyrillic letters of P*M are a sign for russian silver.
