thumbscrew compass mark on a 800-spoon

Hello,
I have a spoon with the 800, halfmoon and crown and an (for me) unknown makers mark. It looks like a thumbscrew compass. I hope the translation is correct. The german word for these tool is Zirkel.
May be somone can help me with this mark. The spoon is most likely from the end of the 19. century.
