interesting mark on north german wedding spoons

Hello, may be, someone can help me?

I have two north german spoons, probably from Schleswig-Holstein or Hamburg with an interesting mark. On the backside of both are only two stars (?). I think the spoons are circa from 1890. May be the floral engraving is a little younger, than the spoons.
I saw the same mark later also on a spoon with 800, halfmoon and crown.
I would be glad, if somone can tell me, who was the maker of these spoons.
