Actually I haven’t here any register of Central European maker’s marks. Yours souvenir spoon is out of German production — produced before or after Second World War. If I remember correctly — but please forgive if makers name isn’t correct itself - shown maker’s mark belong to Max Federlein, Bad Buchau / Württemberg, Germany. Production ranges were little products in silver alloy — e.g. souvenir spoon. Company existed also a time after Second World War. But now don’t exist any more on that place — maybe further more some where in a merger?
Just before falling in sleep I remembered producer company's correct name: Mann & Federlein (GmbH = Privat Limited Company; Stahlwarenfabrik = Steel Mill or Steelworks).
Mann & Federlein GmbH

Actually in Germany is summer holiday period. So it was impossible for me to find out e-mail-address.
Hello, Mann & Federlein just used "M.F." in a circle. This here is the mark of Max Fleischmann from Pforzheim, a specialist for souvenir spoons of this kind. Best wishes, Bahner
