I haven’t more than a basic knowledge in Heraldry — in cases of Heraldry it’s better to ask their experts!
It seems to me that in yours case it’s an armoury of German gentry — maybe similar to «szlachta» in Polish aristocracy?
Its advice able to make a contact to e.g. Archiwum Panstwowe in Wroclaw (e.g. Doroté Sokolowska, Deputy Director):

Just now a few Polish youngsters claim to get a true answer from parents, grandparents and government to Poland’s past before and after WWII.
Maybe you are one of these young Polish who like to know the past history? You like restitution? Because you’ve found this fish fork in a hiding place — maybe placed there from an original owner during expulsion? Mystery of mysteries?
I’ve leaved Poland when I was a 5 year old boy. Be expelled out of yours country there were on the way a lot of cruelty against all Germans and resulted in «Never come back again! »
Well — if you like finish yours search in this case of mystery. In between a German descendant born in Wroclaw donated many silver hollowware and flatware to Wroclaw Town Museum. Do the same too.
This «Neo Baroque» well preserved fish fork in silver alloy 800 is made in Berlin by «H. Meyen & Co. — from about 1900 on.
