Help identifying hallmarks on caddy spoon

Can anyone tell me anything about this caddy spoon please? From the marks I think it was imported into the UK at Chester but I am not certain about that as I am a novice. My camera is not good a close ups so hope the hallmarks are visible. I think some are upside down. The makers mark appears to be BM - although the B is open at the bottom.
