German small tazza- who made it?

I have removed the grime of the century past from this pretty german small tazza. The typical crescent moon and a crown for a post 1886 german silver to be seen as its silver content. Instead of a makers mark there is this odd L shaped sort of quarter of the hackenkreutz thing. Who could be the maker?
