Hi, I bought this cross on eBay and havent been able to find this hallmark, thought it may have been St. Petersburg Russia hallmark but its different.

Hi,
It is an Orthodox cross (ICXC stands for Jesus Christ in Cyrillic).Newer production with millesimal .585 fineness.
St Petersburg modern assaying system does not use old town mark.Since 2000 in ex Soviet republics new marking system was introduced (girl`s head with kokoshnik for Russia),meaning the pendant here does not have official Russian marks and could be from elsewhere,likely from Greek Orthodox countries.
