Which .750 gold hallmarks? Belgium or Austria?

Hello,
I obtained very interesting watch in golden case. The movement is French, but case bears hallmarks that I cannot identify.
There are man's head to the right in hexagon (with number 3, obviously for gold purity, 0.750 I suppose).
Back cover also bears hallmark similar to anchor, other parts - just head in hexagon.
No french owls, swans, shells, any birds or animals, year letter marks, british lions or other familiar to me symbols..



Will be grateful for any info.
