Help w/ Partial Unidentified Hallmark Sterling S&P Shake

Hello, I have not been able to decipher this hallmark. it has been paritally polished away. I have redrawn as best I could what I can see through my loop.

That looks like the mark for the Empire Silver Co. of Brooklyn, NY, founded in 1946 and still in business. They produce a lot of gift type items like salt & pepper set, compotes, candlesticks, etc.
