Hello. Baldwin Miller might have used a similar mark at one time, but they were located in Indianapolis, Indiana.

Your souvenir spoon was made by the Breadner Mfg. Company, Hull, Quebec, Canada.
Founded c.1903. Might still be in business today. Large company.
Can't tell you when your spoon was made.
