Help Indentifying Marks on Candlesticks -- P L Co

These are around 8 inches tall (I have a pair). Marked P L Co in cartouches, and below that, 'STERLING' and then 'reinforced with cement and steel rod'.

I'd like to know the maker... can't find it on 925-1000.
