Bird or ? Maker's Mark - Identification

I have been unable to identify this maker's mark. Looks like a phoenix or peacock perhaps a dragon. Reminiscent of Russian hallmarks but I doubt this piece is more than 50 years old.

Anyone recognize it? Thanks

Looks similar to a mark used by the Meriden Britannia Company.
