Sterling salt & pepper shakers unknown marks

I have 2 pairs of sterling salt and pepper shakers, and I can't identify the mark on either. Help? The first mark looks like an "R" over a crest with a horse; the second is small and indistinct, at times looks like a teddy bear's head, other times might be the outline of a bird.

The horse mark is for Revere Silversmiths, see ->

for a variation of the mark. Can't make head or tail of the other.

The second mark is an International Silver Company mark.
