I'm trying to identify the maker and any other provenence information about this silver overlay decanter. I'm including a photo of the piece, a detail of th bowl and a close-up of the markings. I think the mark in the lower right indicates Alvin (American), but I'm not certain. It says "Patented 3710" and the letters "P T" (I think). On the bottom left I think it's 99 over 1000. The word FINE is in the middle on the bottom. Any information would be most appreciated. Thank you!
