Is this 15" tray made by Towle?

This tray has been languishing in a family member's closet for many years, after the passing of our mother. I think it might be Towle after researching, even though the hallmark is difficult to read. On the other hand, it could have come from Britain via an US Air Force uncle who was stationed there in the forties. No one living knows. Any information or direction gratefully accepted! PS. Am hoping I put in the photos correctly.
