Maker & Pattern Unk., Hallmark Gold Wash Berry Spoon

I believe this to be a berry spoon - would welcome correction if it is not. It is 6" long. Has a gold wash on entire piece. Marked with an unknown to me hallmark, PAT, and STERLING. Has a lily pattern. I am looking for identification of maker and pattern, if possible.

Looks like International's 1903 patented pattern Frontenac. Not sure about the specific use for this spoon, but six inches sounds about right for a sugar shovel (spoon)?
