Marked 925 sterling in english but not english hallmarks. Just by looking, would anyone have a guess at what it is and possibly its country of origin.

Hi guys; bit of a long shot. I got this the other day; I was told it was a vesta, but it looks more like a stamp holder. I'm not sure. Measures 5.5 by 5cm.
Marked 925 sterling in english but not english hallmarks. Just by looking, would anyone have a guess at what it is and possibly its country of origin.
