Silver Spoon 950 - Arrow Assay with circle in Shaft

I have recently purchased 6 950 silver spoons. Apart from the 950 Silver, the only other assay mark is that of an arrow, with a circle with the shaft of the arrow.

Due to the styling of the spoons, I did think that they maybe USA in origin, however the majority of 950 silver within this forum seems to be referenced through to this location, and hence this post.

If anyone could help, in identifying either locality or marker, then that would much appreciated.
