Whose hallmark? Elongated "B" with crown/flower

Hammered tumbler, perhaps Arts & Craft era.
Hallmark image appears similar to a crown, but with a flower on top.
Elongated "B" underneath.
Followed by STERLING SILVER

Any ideas?

PS - The flower in front of the crown, appears to be a tulip.
